Yes, there are exceptions. Even just this last year someone like Battle (OSU) and Fahnbulleh from ran well after NC's. But then you look at other athletes like:
Randolph Ross 43 at NC's and then did not break 44.7 the rest of the year
Trevor Stewart - 44.5, 44.5, 44.5 during the season, Last three races of the season were 45.05, 44.9, 45.35
Terrence Laird 19.8 three times, 19.9 twice but then could not break 20.2 after NC's
2019 Grant Holloway - 13.1 all season and then 12.9 at NC's (all legal winds), then 13.5, 13.5, 13.3, 13.2, 13.1, 13.1 after NC's. (won world title, but not peaked)
Boling - Slowest 100 of the year was at trials, 20.0 during the year but then almost 20.3 at trials
These are just a very few results from just last year and some of them did win medals. But they are struggling to maintain their "best". In some cases like 2019 Grant, it is good enough but it is definitely "a thing". Depending on the athlete/time frame/ability to make the team, athletes can try to "hold a peak" while some coaches might choose to enter another solid training block. Having coached many athletes at multiple levels late into their season, there are levels to this for sure.

Who is saying I do not believe you? The list I just gave you has 3 or 4 medalists on its own. But it does not negate the fact that they are not at peak form after a long season. I have personally COACHED many athletes that have been successful after long indoor/outdoor seasons. If what your preaching is true then SFP, ETH, Norman, Kerley, Bednarek, Bromell, Felix, Muhammad, Mclaughlin, Miller-Uibo, Gabby, Prandini, Knighton, Lyles, Holloway, Allen, Warholm, Dos Santos, and all of these runners are screwing up!! The best way forward is to already have 20-30 races already this season. These coaches are pretty dumb.
