Correct. Every country has their own procedures. Some appoint athletes while some have qualifying meets. What if Nuguse had backed out earlier and Engels had gone? Would these people still claim that Nuguse was an Olympian? Imagine being a country that merely appoints their team. They announce the 3 1500 runners today and then change it next week. I guess they have 6 Olympians.
You need to compete in the Olympics to be an Olympian.
Qualifying for the Boston marathon and then not running it, does not make you a Boston marathoner.
Qualifying for military deployment to a war zone, and not going, does not make you a battle veteran.

Nuguse is an olympian, since he was a competitor in the Olympic Games. He was entered in the official list of competitors and only could not compete due his injury, but had every bit of an intention and hope to do so untill the last moment.
He only would have not been an Olympian, if he would have given his spot to Engels.
Solider? Killing someone? That is more like saying that you only an Olympian if you win. Some soldiers kill people and some Olympians win gold. But if you kill someone on the street today, you are not a soldier and if I win my local roadrace, I am not an Olympian. I don't know how this is controversial. Nuguse isn't an Olympian. This isn't an insult. This isn't subjective.
Carlson should be ashamed for trying to get pro position through Nguste and then talking him in to staying at ND when pro opportunity blew up in his face.

Exactly. Also, you definitely are still a soldier if you have been deployed overseas, but didn't have to enter any battles or missions. It is the qualification and readiness, that gives you this status, not the participation itself.
Nuguses name on the starting list of an OG 1500m Heat, his presence in Tokyo wearing US uniform and willingness to participate is enough to be called an olympian.
He's an Olympic qualifier just as a Boston qualifier who doesn't run in the race is a Boston

qualifier. This is a great start to indoors. He didn't run in the Olympics because he couldn't even do strides without pain.
Good thing he bagged it and preserved the future of one of our best middle distance hopefuls. ND-Ole Miss should be a great battle, though we know how it's going to end. Cruz Culpepper gives Ole Miss a really good 1200 leg after that 2:20 1k, and Romo is one of the best 1500 guys ever in the NCAA. Too bad for them that Nuguse is the fastest NCAA guy ever, though slower than the high school record holder. He might even go sub-7:40 indoors to go with 3:49 in the mile if he runs a fast paced race at a place like Arkansas.
