I'd suggest running 3x1600 for a better indication of what you could run, but I think you could definitely run under 19, probably 18:40-18:45. Why don't you run a time trial?
I missed a 5k last Sunday because I failed to register on time, and didn't want to arrive much earlier so I could sign up on the spot. Ran a TT 2 days ago in 18:19 on a flooded track... in spikes.
Workouts I did:
3x1600 with 400m jog between reps in 5:59, 5:50, 5:43
a 3200m time trial in 11:20
6x800 + 400 with 300m jog rest in 2:55 and 1:20 (extremely windy and cold evening)
As a sharpening workouts, 3x3x400, and 3x2x200
