No way you get away with this. You will be jailed indefinitely at the very least and shot on sight under a stand your ground statute at the worst.

Sounds like you've already made up your mind on how to train, but you're fishing for validation because you're insecure.

I was going to say you'll probably die, but this is also a possibility.
You won’t break 28 but you can probably run 29 minutes if you are talented.
Of course you can train like this and run a 10 k. Doing fartleks and strides is better than just easy jogging. Pay attention to do this regularly, not just every now and then when you feel like it. If it is optimal training or if you could improve by adding some intervals, tempo runs ... is another question.
So much depends on your goals. But this is probably better training than most people do for a 10K. A lot of people will undertrain, and a bunch more will do way too much.
Splitting the difference is the ideal. But if you like training this way, do it for as long as you keep improving. Depending on where you're at, that could be a couple years. After that, consider adding in a block of specific 10k training. You'll probably improve even more.
If you end the progression runs faster than race pace, maybe. What you're really saying is you either don't want to do repeats or maybe you don't have a track to do them on? The best training is going to always be balanced, but unless you are elite you can prob pr just the way you suggest.
