I understand that in Chicago, you can get paid for voting at least 3 times, in the same election. (you are then probably using names of dead people)

The only fair way to do it is to have a national holiday on election day. That way, everyone who wants to vote can get there any time they want, without having to schedule it around work (with the exception of critical jobs that don't get holidays off).
