I ran 3:06-3:08-3:08-3:08-2:56. Finished in 15:26.
Can I run faster based on these splits or not?
I am a 1500m runner.

This sounds pretty ideal to me. The pace was probably a second or two fast the first 400 or so, explaining the slightly faster first k. Then you settled in and had a strong last 1k. Maybe you could run 15:15, but if your concern is racing people then having the ability to negative split your last 1k by 10-12 seconds is pretty good.

Maybe 15:20?
That looks pretty ideal to me for a 1500 runner though. You don't want to go out to hard and you know you've got the speed to close a little bit faster at the end if you're feeling good.
That is pretty good pacing, just keep training and racing and you will run faster.
