Richmond Half Marathon on Nov 15. Pretty quick course, just under 63 last year for the winner. Weather if very favorable for this race. Run in conjunction with the full marathon, but the half starts 30 minutes earlier. You won't be running up the back of the slower marathoners.
Also consider Crawlin' Crab half on Oct 5 in Hampton, VA. Very flat course, weather/temps are also usually very favorable for runners. Last year's winner ran 1:11, 2012 winner in 1:09.

Thanks Mikey. Richmond looks like a decent candidate. It'd be nice to have a pack of guys to run with who are looking for similar times.
The Hartford Half on October 11th would be another good option. Several people in the 65-66 range as well over the past few years.
In addition to the others mentioned, BAA (not that fast, but great comp -- won in 60 or so last year), Philly Distance run, Philadelphia Half Marathon.

BAA Half registration has closed for this year as far as I know (I didn't get in).
Yeah it has - literally sold out in 10 minutes this year. As a 64 minute guy he should be able to get an elite entry to most places, though it's a little late.
Thanks for the suggestions so far. Parks and BAA look like they might be tough courses for trying to PR, but good competition. Similarly for Hartford. Philly looks good.
More suggestions, or which of the above you recommend, would definitely be appreciated!

Don't know about anything in the fall, but Naples, FL in January is a fast one. Then Gasparilla in Tampa in February had a great American pro competition in the half last year. Both are flat and Naples will have great weather at that time of year. Gasparilla is often hot and humid, but the half starts at 6 a.m., so it's not too bad.
