It seems like that used to be grounds for a DQ as holding onto a teammate could be considered unfair aid. In this case, I don't think anyone would consider what they were doing as unfair aid, but an official shouldn't have to make that judgement call. Eventually, that's just asking for cronyism. Is it asking to much to have runners wait until they cross the line to celebrate?

HS league championships in los angeles, CA about 5 or 6 years back had the first 2 girls finishing hold hands while crossing the finish line. The twist? The girls were on rival teams.
In a normal race, fine, slap them on the wrist, and tell them its against the rules to not compete to win 100% every race. But they disqualified the girls, not letting them onto section prelims. They were both easily able to make it to city finals and then state that year.
