The article says she is moving to NM for grad school and is glad to reunite with her sister. Most universities typically prefer students from other places in their grad programs.
The news here is that her sister Olivia transferred from Washington and they will be running together.

I don't think that her transfer was running-driven. She's pursuing her masters degree in New Mexico and just happens to have one extra outdoor season because on corona virus. It's just a bonus that they happen to have a really strong programme.
Her scholarship would not count against the cap at Stanford. Dumb decision.
Do we know if Stanford said they will pay for seniors to return? No tell schools will, major schools like Wisco said no.
Stanford? You must be kidding. Call up a donor and they can get $1M tomorrow which will more than cover all returning seniors.

Thats generally a myth. Some fields/schools will take any warm body.
Many better candidates simply want to go somewhere else. And its true in both directions that the grass looks greener on the other side. (Sometimes is, sometimes isn't).
But, if you are the caliber of student a school/program would typically accept, you will likely be accepted.
Now if you want me to be cynical, some programs do find Asians (from Asia) attractive because they are thought by some to work harder. So there is that.
