A lot of the best answers have been posted but I'll add German Fernandez and Matt Centrowitz Jr to the list. German has what I consider perfect form and his CA state meet records showcase this along with an incredible sense of pace and rhythm running. Centro should be considered just for how smoothly he can change gears and can kick while looking relaxed and smooth.
