Fatigue can be due to a variety of different things, psychological stress does affect your running too. Thats why a lot of runners here in the past few months have been complaining and worrying that they can't hit paces that they used to part of it is no races in the future and the nature of the world right now.
That aside, i can only say that your training paces are slow if you aren't hitting desired race times but given that you said you haven't raced in a while but when you did race you were fast and you are confident that you can beat people who work harder than you but are slower than you in race situations then i don't think you should worry about running too slow. Not every run is going to feel good. A bad day is a bad day on the high end, 9 minute pace could be a struggle and i wouldn't be concerned. Make sure to stay injury free and not push yourself too hard.
If your still worried about running too slow (which i don't think you are) do a 5k time trial every 5 weeks or so and see if you indeed are getting slower. Above all, just enjoy your runs and slower or not, races unfortunately are not happening for a while so even if you were, you have plenty of time to re-adjust and gain back speed. Good luck! :)
