Also, is there anyone that you've heard of to go through both and pass both?

I am not sure it is possible for a person to go through both.
According to this, the attrition rate of Recon is 50%.
https://sofrep.com/news/study-reveals-what-makes-it-more-likely-to-pass-marine-recon-selection/This says SEAL is 75% attrition.
https://www.npr.org/sections/thetwo-way/2017/07/20/538338758/the-navy-gets-its-first-female-seal-candidateThere are only 2.000 force RECON Marines. Sounds like it is more selective than the Navy SEALS.
Checkout 5:30 in this video. This is badass. They practice evacuating from a submerged helicopter

Not a honest comparison. U.S.M.C. has a far more difficult basic training than U.S.N. basic training.
Se.A.Ls. were established because U.S. Navy were tired of U.S.M.C. getting combat glory, in the news and in the movies. Se.A.Ls. were spawned from navy frogmen. Frogmen had a legit WW2 mission. All the overlap in U.S. S.O.C. forces is unnecessary. U.S.M.C. is far older than Se.A.Ls. There never was a need for them. There is not one mission Se.A.Ls. have done that navy divers, Marines or Army Rangers could not have done.

U.S. Navy has not had a battleship on battleship fight since 1945, Sea of Japan versus Japan. Se.A.Ls. are an opportunity for U.S.N. to participate in old fashion combat.
Your screen name is redundant. Every Marine is a rifleman first and foremost.

That's what some say. In case real U.S.M.C. riflemen suffer nearly immediate death/serious wounds at a rate of 3/4ths to 7/8ths, that's to let the cooks, gents & ladies in supply, clerk typists know they may pulled into combat by an O-5 or 0-6. Non-infantry Marines are not going on Long Range Patrols. There are never combat plans drawn expecting non-infantry Marines to fight. That saying: Every Marine is a Rifleman, is because s h i t may happen. When a convoy is attacked, usually enemy forces attempt to attack non-infantry Marines. Those non-infantry Marines are supposed to old their own until real U.S.M.C. riflemen arrive.
Don't forget the the PJs !!!!!

I knew a guy who did both; worked out with him in a martial arts class during my NARP period.
Looks like Recon is a dying force...
