Especially with a soft layer of foam between you and the surface. Dirt/grass/mulch is a different story because those are actually compressed when you're running. There's no difference for a runner if you're running on a hard surface just run wherever is convenient.
This. The shoe you run in will make the real difference, not the surface beneath it.
