Indoor tracks are absolutely not open to the public, it's possible to get in and pay for entry if they have general 'recreation' hours assuming the facility has other recreation things like basketball courts and weights.
Outdoor tracks are hit or miss. Most D1 facilities are very small tracks with a small fence around it that you could easily hop over, some have a gate that's just wide open. I'm not familiar with Houston or Rice. Some middle schools have wide open tracks, and some high schools. Those are your better bets.

Uni Huston track is open for public use; you will need to show a valid ID and purchase a daily pass.
