I set a 5k pr a couple weeks ago in cold weather with arm sleeves. They get the job done.

I've been trying to break 15 in the 5k for two years now. Decided to slap on some sleeves cause it was a bit chilly out on my last race, and guess what? 14:53. Coincidence? I don't think so.
Yes, see all the pros wearing them in races when the temperature at the start is cold. They allow one to pull them down if their arms get too hot. You can keep them on your wrists in case temperature drops or put them in pocket. Some use tube socks for races where they are likely to toss them during the race once their body temperature rises. I use them under my long sleeve top and running jacket for colder training runs. Warmer arms seem to reduce chance of pain from Raynaud's syndrome for me. I don't mind if my arms get a little hot as it is not nearly as bad as getting too hot elsewhere which would occur if I wore an heavier long sleeve top or jacket. I also wear calf length running socks or compression sleeves on my legs to allow me to run in 1/2 tights (compression shorts) when the temperature is say 30 to 45 degrees.
Yes on sleeves. They're quite handy for cleaning up after a morning run interrupted by explosive diarrhea.
