Is this a common Marathon workout 7 weeks out from the race?
I'd like to drop this to 10 miles so I have time for a 1 mile cool down and warm up, or do I need to keep this at 12 for some reason?

It's not an unusual workout. Some training approaches call for more. It's challenging, but if you've progressed to it by running 9, 10, 11 miles at MP, it's quite doable. There's a chance you'll blow up the first time, and at some point MP runs become too long to be effective workouts, but 12 is probably manageable.
Is there a particular reason you think you need to reduce the volume? If you don't have time for it on one day, do it the next day so you have enough time to warm up and cool down appropriately.
That's a bit too easy of a workout to really get any adaptation, unless it's early in the season and you're far from peak shape, or you're already fatigued going into the workout. Otherwise I would expect a 10 mile tempo to be a bit faster than MP.
I have actually only done a couple workouts at MP.
First was 5 weeks ago 2x4 Mile at MP with threshold in between
Second was Monday 3 at Threshold followed by 4 at MP.
5 weeks ago I was using 6:30 as MP and Monday I was at 6:20 but ran them at 6:10
I was going to drop to 10 as i'm short on time this evening but talked my wife into handling bedtime so I can do the full 12.

Take that as you will though, because I believe Ryan Hall did not finish the 2012 olympic marathon...
