He is a twenty year old from Gibraltar, as in the Rock of Gibraltar, the entrance to the Mediteranean Sea. I believe that it is nearly impossible to immigrate there. And the only reason he got in was because he must have been granted entrance for political reasons, (for example, if no one from his country had ever been to a WC). There are qualifying times for everyone, (13:32 for 5k). You can only get in if meet the time or are allowed in by petition.
