Lol, clean? Osako is a former NOP guy and still gets coached by Pete Julian, there are actually more reasons to assume he is not clean than for many random east africans faster than him.
The clean world record according to the logic of this board probably goes to Yuta Shitara in 2:06:11, because Moen (trains in Kenya) and da Costa (neither that good before nor after, so too good to be true) certainly can't count as well.

Someone would have to run faster than Osako's 2:05:29, so while it is not impossible (after all there are some heavy responders to the shoes like Toshiki Sadakata, who ran 2:07:05 off 13:58/28:47/62:40 on sunday) it's highly unlikely it happens.

I don’t know if calling Sadakata just a high responder to shoes is justified. I mean, Kawauchi has similar shorter distance PRs and he ran 2:08 without shoes

As pointed out on JRN, Osako is represented by Federico Rosa and he did a stint in Kenya for his pre-race prep. Starting to see as many red flags as with Farah.
OK, who has the non-African-born all-time list? Feel free to use Hall's flat time, it's what I'd put for accurate comparison.
Historically, however, I remember when Boston time DID count for all purposes. Rodgers set 2 ARs there. Most Americans from that era considered times there to be PRs.
The half list is interesting too. I just don't have the data at my fingertips.
