Develop speed when younger by running in high school.but don’t be afraid to run some moderate mileage 50-70
You’ll run from the 400 to the 3200/5000xc and try to get your 400 as low as you can which will benefit all your other times. Faster the 400 means faster the 800, then a faster 8 means a faster mile, fast mile means fast 2 mile etc
Exposure to higher mileage during this period from time to time with warranted down weeks will help the body become familiar with it.
Then run in college and if you’re more of a mile 800 guy do that, maybe you’re a 5000 guy or a 10,000 guy but find your niche. Up the mileage more to 70-100 even. Then post college run some track meets and hit the roads. Run your best mileage with your most quality miles and hopefully you can do it

Well.....it`s very possible! The trick is to run only enough what you need to support your fast workouts. To find the right individual balance of the 3 main important factors for the result.
And you don`t have to run doubles . Even to run your best at the marathon doesn`t need more than 6 sessions per week ( and you can run very good at only 4-5 sessions per week).
