Might as well stop racing in spikes actually, heck even just actual running shoes probably need to be banned. Not everyone in the state has the funds or access to either of those.

A great shoe for road racing because of all the cushion yet it's still light. Not great shoe for track when you can wear spikes. Good luck trying to run 4:20 miles as smoothly in vaporfly's compared to spikes. You just don't get the quick response off the ground with the vaporfly's like spikes.
Tell that to BYU. They dominted outdoor track last year. Iowa State was wearing next % indoor on 300 meter track last week.
10k(BYU) on the track would be much different than a 1600 or even 3200 at high school level

Why not ban $150 trainers as well. Running legit has the lowest buy-in cost of any sport. Boing boing shoes are half the cost of a nice baseball bat.
