If the world record goes down it's because of vaporfly's, if it doesn't then there's some other excuse for why times weren't as fast like a long course, or bad weather. Is this right?
But actually the weather looks a little warm. The low is still 64 degrees, starting to be on the warm side for a half marathon. Could be even warmer.

the times above don't look right to me.
Right now it's 11:15am PT, and the race page says it's in 16h 45m.
So that would put it at 7am ET Friday 2/21.
I think the countdown timer on the page is wrong.

The scheduled pacers are to go well behind that pace, which is maybe a shade under 27:30/10k.
