No. This was a regrettable situation that was created by the mere existence and availability of the cheater shoes. It is an illustration of another reason why shoes shouldn't be allowed to be a significant factor in distance running.
But as far as the actual incident goes, Harvard was just doing what, by the sounds of things, most or all of the teams in that race were trying to do at the last minute: get ahold of cheater shoes for the unexpected road race. They were no more guilty in that sense than the other teams. They just happened to be more successful. They probably weren't even looking for an unfair advantage so much as they were looking to avoid being at a disadvantage.
They got 14th at nattys . they clearly deserved to be there. and it's not like they got 14th at nationals by running in vaporflys

They went from absolutely sucking all season to qualifying after Buffalo regionals switched to roads.
They were one of the other teams besides Harvard go have a van full of VFs show up for their athletes.

I don't think so.
Cornell bought the remaining 500 pairs of VaporFlys to keep them out of the hands of the other 30 teams. (This might or might not be true)
