Many D1 schools would allow you to walk-on and a few would give a small scholarship. But the average cost is $50k so you may be better staying home.

You do not have enough info to tell him to stay home. If he's European, sure. All or nearly all Europeans would not attend college in U.S. without at least half of their education paid for with scholarships. If poster is from an underdeveloped nation, maybe going to a U.S. college or university is best. I would like to know O.P.'s 400m F.A.T. top performance. If not 400m out of starting blocks, a 400m relay split. You did not comment on money available for the young lad, D-2, D-3 or NAIA. Again, not enough info to tell him to stay home.

You read that and said that I told him to stay home while I merely provided the facts and some alternatives of what he MAY want to do.
We also do not know his family financial situation or his academic performance. A relatively small group of our elite colleges offer full financial aid packages to internationals.
To the OP: if your family income is less then $100k annually, and you can score better than 1300 on the SAT, you may want to explore financial aid opportunities with coaches.
You could walk on to a lot of D1 schools, get scholarships from some.
I bet you could go full ride to a few D2's as you are also from out of country.
D3s dont offer athletic aid.
