In the early 1990's, the NFL worked out deals with sponsors to require coaches to wear team branded stuff on the sidelines. Absolutely every aspect of the NFL is monetized, so if Jos A Bank came in with a better offer, coaches would start wearing suits again (a lot of teams also have deals with clothing companies to wear certain attire while traveling). However, Belichick would undoubtedly cheat his way out of wearing formal attire.
Track and field is similar to the NFL, where Nike sponsors the national teams and its clothing choices, and various companies have worked out deals with colleges.
Hockey and basketball still adhere to the more traditional suit and tie stuff, and teams have deals with various brands.
A better question, why do baseball managers wear the same uniform as the players? Its not as if they are going to play in the game.
Baseball coaches wear the same uniform as the players. I think track coaches should follow their lead and rock speed suits at the meets.
Basketball coaches just pace up and down the same coaching box - a small area. Track coaches have to go from the sandpit to the throwing circle to the finish line to the back stretch. That's a lot of miles to cover - hence the athletic gear.

They used to have player-managers, so they would get in the game.
It's been done as recently as Pete Rose managing and playing for the Reds.

They wear it because it's required, which raises the question of why it's required. Tradition is the only answer to that.
There are a handful of track coaches that wear suits and sports coats/blazers to meets, mostly indoor though. Alonzo Webb at Pitt wears a suit all the time.
Most track coaches couldn't dress up anyway, just look how they dress when the attire is formal at the convention for the Hall of Fame Dinner and Bowerman Award. Most don't know the difference from formal attire, to business attire to business casual to casual. Half are fashion misfits.

They hope to be on TV someday . Every high school coach Hope's to become an assistant at a college. So they must act the part

Apparently baseball coaches wear uniforms because you can't go on the field unless you are in uniform.
