Sure. If you aren't running for a college, you can hook up with any running club, pay the USATF dues, affiliate with the club, and run nationals. There are no qualifying times.
I also think you can run unattached. You still have to be a USATF member.
Heidi Neilson and Grace Ping both ran USATF as HS kids and made the US team last year. Both also ran footlocker nationals that same year. But lessons learned both were injured this fall and so far have not qualified this year. Heidi is out and Grace was not the top five and NXN. Perhaps she will have better luck today but I am doubtful. Furthermore, outa of the other girls that made the USATF JR team, I only saw one run this cross season. Rest of the college girls who ran in Worlds were also rumored to be injured including one that ran for Canada. Rest is important.

To the OP: to "make" a club you'd have to register it via USATF (pay a fee, somewhere in the $70-100 range) in addition to registering for USATF individually ($30-$40). And you'd have to take a SafeSport online class. You might also have to be over 18 to form a club, and the process might take a couple weeks to get the club formally established. If you can run unattached I am unaware. But you *should* be able to just join your local club and race under their name - depending on how active they are you might want to contact the club b/c I think they can be involved in the club registration process (aka someone probably reviews / approves registrations).
