Probably, I was running on mine a few days after I broke it. It hurts when you start, but you get used to it.
11 weeks seems like an awfully long time for it to heal. You should see a doctor before taking the advice of some rando on a message board.
How about go to a doctor and make sure its healed first. If you had a jones fracture, running on it could delay the healing or screw it up to the point you need surgery. I was out 17 weeks with a jones fracture.

Try wrapping it in tape with the toe next to it. Worked for me.
Stop it! I broke mine and ran that afternoon. Tape it to the next toe and run! 11 weeks? Doing nothing?
