So I see a lot of people structuring their weeks around hard workouts then easy recovery days - but in a base phase, should these runs be closer to aerobic threshold?

I'm a big fan of runs around aerobic threshold. I try to get in 3 runs of some type a week working on threshold. 1, 4-6 mile run closer to top end aerobic without feeling like racing. 1, medium long run lower end threshold 8-10 miles. 1, 4-6 mile run on a hill loop where I run the hills at threshold. The other days I just plug in some miles at a somewhat easy pace.
I just started running again so been doing around 40 mpw. I'm not going off of any calculator for pace, just letting my runs dictate what I should do by feel. Maybe once I get in better shape I'll use a calculator. ATM I don't feel a need.
I doubt most people really need anything more than that. Throw in some strides after a couple of easy runs a week and should be good.
I’m a D2 female runner. Our coach explicitly told us not to visit LetsRun forums.
