Salomon makes some thermals that are super warm
I run in wind proof cycling tights (Pearl Izumi AmFib) at those temps. The wind proof front helps keep my knees from freezing which would otherwise make for a very uncomfortable run.
I might have chosen something running-specific had I not already owned these but they work quite well so I haven’t bothered looking for anything else.
I have good luck with Smartwool tights. I have been using their "PhD" running tights for years now. Looking at their site, it seems like they may not make them anymore, but they have other lightweight wool tights. Even though they were lightweight (felt no thicker than a lightweight t-shirt for comparison), I was fine in them for most any temperatures. When it was single digits and/or windy I would wear a pair of half-tights underneath just for extra insulation. They also make heavier weight stuff, but for me that would be way too warm. Might be what you're after thought.
So, even though the exact ones I have aren't made anymore, I've had universal success with all of my lightweight base layer clothing from them (gloves, hats, tights, etc.). A single layer of whatever has usually been enough for most temps and they are durable. My last pair of tights lasted about 8 years before they rubbed through in one spot.

I wear Gore Running Wear's Windstopper line. It's pricey stuff but they last forever. I bought my first kit in 2013 and bought a second one just last winter. I probably log 500-800 kms/year in sub-freezing temperatures and I run exclusively in this stuff - from 2-3 degrees Celsius all the way down to -30C. The only difference is the weight and the number of baselayers I need underneath (Icebreaker merino FTW). My older Gore Windstopper outfit is lighter and I prefer it to the new R3 line for the milder end of cool temps. I find that new R3 kit I have is too warm at temperatures above -5 degrees Celsius, even with just a tech "T" underneath so I reserve my old kit for those temps.
There are other decent brands out there - Salomon, Columbia, Northface, Arc'teryx, Mizuno, etc.
