Usually they have a Press Conference with the Elite runners a few days before the race (Usually Friday for a Sunday Marathon) so we should know then.

What's funny about the whole situation is that before Rupp got hurt people insisted he was the best American distance runner of all time even though he didn't even podium in Chicago the last time. Don't rate anyones career until they are done competing, a horrible ending will taint the entire thing. If he never gets on the podium again he will be quickly forgotten.

It is reasonable for somebody to suggest on those credentials he is the GOAT. Afterall, it could be argued that the current american record holder in a given event is the GOAT American for that specific event.

Even if rupp is in the best shape of his life, he will try not to win chicago otherwise media will kill him after the race. He should just come and finish in top 5 to get some money

And, great runners don't have to retire on top. They can continue to race as long as they want- into their 40's, 50's, as long as they want.

I am not sure what laws the IAAF follows (Swiss perhaps). Assuming that it is Swiss laws. If someone is somewhat involved in a “crime” and knows about it (and says nothing about it and actually tries to cover it up) what are the implications for that person under Swiss laws?
You can't usually commit a criminal act under any jurisdiction unless you're physically there (there are exceptions), and I think you're labouring under a misapprenhension of the way that civil law interracts with criminal law. But feel free to have your own pet theory anyway.
What law are you even talking about? I am pretty sure doping and cheating (evening it were true) are not actual criminal offenses. Cheating in sports is the same as card counting in Vegas. It's not illegal, but you will get kicked out of the casino and potentially banned from it for life.
I am pretty sure an assistant coach taking mega doses of vitamins is not illegal in Switzerland.
Can someone explain to me counting cards? I don't get it. There are 52 cards in a pack. If I'm given 10 cards I know there are 42 left. Are the casinos annoyed because my brain tells me this information. Do they only want morans in the casino?

I don't think Rupp will run 2:07 or faster ever again. At best Chicago will go high-2:06 this year, and if Rupp even runs/finishes, he's more 2:10/11 or so.
