For me it's illegal and I was surprised to see the US not being disqualified.
They are always on the limits and failing basic changes in relay.
They both had the baton leaving the zone. I would say that's not a finished exchange and they should be DQ'ed.

It doesn't matter who protested - this is on the US team. Every other team can manage 3 hand-offs without screwing up.

The US also botched the first handoff. They nearly stepped on the lane line.
What the race proved is that US sprinters are too lazy to practice for the relay.
The tradition continues.
A lucky qualifier because they were very close to passing the baton outside of the exchange zone. Do these athletes ever practice exchanging the baton? The Chinese and Japanese are slower but they are way better at passing the baton. We could learn from them.
