Actually, USADA had little (but not quite zero) control over the Arbitration process, in particular making no pleadings after the Coleman incident became public.

I don't think the timeline of the two investigations was the main point. USADA still took a lot of heat over the Coleman situation so the timing of the conviction of Salazar certainly made it seem like they could be saving face. USADA couldn't get Coleman, screwed up big time not noticing the technicality, and now their trying to clean it up with a bigger story.

She sounds like the guy at the end of Billy Madison trying to explain "business ethics":
