I'm a senior in college at a D3 institution with an extra year left that I would like to use in D1. How do I go about getting recruited and official visits? Should I be open with my current coaches in this process? and also, what is a good timeline for things as in should I start now or start visits over winter break?

If you are graduating this spring and you used your redshirt, your coach should be fine with a transfer unless he wants to pay for your grad school (he doesn't)
Look at schools that could use a person like you that matches up with your intended grad school studies. You could even offer to stick around for year #2 of grad school and be an assistant after your eligibility is up.
I was a grad transfer. All I did for getting recruited was email coaches from the schools I was interested in. I started the process a little late because I decided I wanted to go elsewhere for grad school around thanksgiving. I started researching schools that I liked academically during Christmas break, started emailing coaches in January, took visits in February, and signed in April. I’d recommend starting the process as early as possible. I had to cross off one team after the first call because they didn’t have enough scholarship money left. I was open with my coaches during the whole process.

No coach can communicate with you AT ALL if you aren't in the portal. Even if you email them.
Once in the portal they will look up your tfrrs profile and if you can help them, they will reach out.
Crappy D1 programs have no money and the coaches are lazy. Good programs are too fast for the OP.

1) he never said his PRs. But yes, only a small number of athletes each year across all events are fast enough to go from d3 to a top d1 program, like 3 or 4 each year.
2) he never said he wanted money or a top school. His name is "a love for running," so im guessing he is happy just running another year while in grad school, regardless or money or being at a top school.

Considering the limited information you have provided, you want to pick a grad program that is a good fit for you and contact the coach about walk-on standards or being invited to walk-on the team after you are admitted. Prioritize this over D1, 2, or 3. There's no value to being on a D1 team for a year if you are in a graduate program that's a bad fit for you. With one year of eligibility left, you will be last to be considered for recruiting or an official visit compared to an incoming freshman.

If he doesn't want money, why did he specifically inquire about D1 instead of staying in D3? Guessing he is another 14:30 guy who thinks he can make it in D1.
In a similar position. For those who have went through the process, does anybody know if coaches have any sway over admissions? Looking at relatively prestigious academic institutions (I know ivys don’t let grad students compete) with high gpa and gre. Thinking UW, UCLA, UC Berkeley, UVA type

Keep in mind lots of students in most grad programs are funded by teaching assistantships, so he might not be looking for money. If he's law student or MBA maybe he is.

1 year of eligibility is a tough sale. You have to contact coaches on your own.
Matriculating isn't transferring. I'm pretty sure you don't have to enter any transfer portal or be granted a release. You graduated. Imagine if your school didn't have a masters in the subject you want to study. Do you have to study something else while you compete? Doesn't make sense.
