Was the track built with tax money? And is it maintained using taxes? What about insurance? If so, is the tax money enough to cover 100% of the costs? If so, it should be free. If not, well then...

This track has been open to everybody and there wasn't even any security in the entrance. Free entrance to everybody 7 days a week. As for wether the track is maintained with tax money- this track is public and belongs to the municipality of Jerusalem. Every Cent or rather Agora of the municipality is the public’s.
