Yes, you are probably right. Even though the current Discus records are both held by Germans, the best mark is a mere 74 meters. They say the last 2926 meters are the toughest.
1500, mile, 3000, two-mile, 5000, 10,000, steeplechase are all un-breakable.
EPO is a helluva drug. Modern EPO cheats have come close, on a couple very rare occasions, but they were unable to max out on EPO, and go undetected, the same way Geb, Komen, El G, Ngeny, Tergat, Lagat, Bekele, etc were all doing.
Aside from a brand new and undectable drug being developed, those records will never be broken.
But then as I was about to post my thoughts, I wondered to myself, what about the like of Dibaba, Ayana, and Chepkoech? They're all maxed on EPO and getting away with it. Why couldn't someone else.
So then I guess the answer is still no, but I may have to rescind my previous opinion that those records are unbreakable as it is.

The simple answer to the question is - "not without better drugs", because all the records are juiced.
An equivalent question might be - "could a Caucasian athlete ever hold the world record in the 100m?" (which hasn't occurred since Amin Hary in 1960). Same answer.

400h is wrong though (held by Dalilah), but 400 m is still held by a German not of African descent.
