This is a fun question and let's not forget about the roads, some of the runners have been on the track too!
We should also ask ourselves which event is contested more often and how often it is run completely all out. The Ethiopians just proved that they have 7 guys who were actually sub 27 runners at once. Even in the 5k on a yearly basis there isn't always a all out 5k.( I think this was the Mo Farah effect)
Jager usually time trials at least one or two steeples every year. All that being said I put way more weight on the 800 or 1500 record
