I googled a random 5k race
there were 426 finishers running under 15 minute per mile pace, which I'm subjectively setting as the walking threshold. Others finished, but I'm just going to call them walkers. 15 minute pace is a pretty brisk walk. Maybe I'm wrong, but I'm going with this.
So, a 25 minute finish put you finishing 77th out of 426.
The median was 31:08, which is just about right on 10:00 min/mile pace. I'll bet this is pretty close to the national average.

30 is more accurate
of course you can whittle down anything if you keep putting qualifications. I can say the average is 13:00 if I put enough qualifications.
75 percent of Americans are fat or obese. The average 5K time for men in 2019 was around 35 minutes. Average for women was around 42.
Fatty, flabby, dumb, self-absorbed Americans. Gotta love 'em.

I did the same thing for a "large" and a "medium sized" 5K race in my area for 2019.
Large race: 1308 finishers under 15 min/mile pace, median time 34:03; 25 minutes placed 148th out of 1308 "runners".
Medium race: 384 finishers under 15 min/mile pace, median time 31:46, 25 minutes placed 70th out of 384 "runners".
5K participants in my area may be slower than the national average, but I'd bet the national average is not faster than 30 minutes.
