Yes it can. I'm mainly thinking of some triathletes that were great runners. Lucas Verzbikas (8:30's 2 mile high school), Stephanie Jenks (9:20's 3k in high school), Tony Smoragiewicz (8:50's 3200, a top NXN guy in high school).
These people above trained for triathlon in high school, running relatively low mileage (30's miles per week, 40's at peak), but they did a lot of cycling and swimming to make up for it and they were some of the best in the country.
I also know of a runner that was plagued with injuries, and when he finally decided to only run two workouts and a long run each week and then cross train a lot the other days on a bike or elliptical he had his best season to be all-regional in division 1 missing an individual qualifying spot by just a couple seconds. That was his best season, and it was off just running a few days a week for the 'important' days and cross training on the recovery days.
