In a typical 8 person final, everyone scores as long as they don't get DQed or fail to finish. An 800m guy could blow up and jog it in with a final time of 3 minutes and he'd still grab a point for his team and be an NCAA scorer.
I think it makes the event more interesting when there is still a real chance of failing to score even after you've made the final. I think it should be standard to run a 9 lane final for 100m-800m, hurdle, and relay races.
