He won the NCAA 200n last season.
Sprintdom is full of guys making big improvements from one season to the next, tons from way back when long before PED's.

Out of nowhere? HE's been going sub-10 and sub-20 all season long. It was the 2nd best 100/200 double in the history of the world.

I douBt HS junior Houston McTear was dirty when he ran his WR 9.0.
its a pity kenny bednerek wasnt able to be in that 200 meter race.if he had been,it would have been a cracker of a race indeed!
I'm more concerned that the track was juiced than the athletes. Yes, Devine ran fast, but so did everyone else. Three sprinters under 10, two under 20 in the 200, 2 teams under the old 4x100 record, 2 teams under 3 in the 4x400 (another 2 under 3:01 and 5 total under 3:02!). Oh, and did I mention 2 sprinters at or better than a nearly 40-yr-old 110 hurdle record, or an U20 running 10.78 in the women's 100?
Maybe the conditions--high temp and humidity, relatively hard track--explain these performances. But I'd love to see how soon these athletes improve on these performances.
