Dictionary Definition- give (someone) one's good wishes when something special or pleasant has happened to them.
It is the proper thing to do. Graduating is a special and pleasant thing that has happened.

No. I didn't attend my siblings' high school or college graduations because I decided it was not an accomplishment. If/when they get advanced degrees I'll be impressed and celebrate that.

Don’t be so hard on her. There are at least two degrees before becoming a member of the influential class so I would agree that graduating from high school is just sort of...boiler plate.

I guess you won't be attending their weddings either as marriage is not really an "accomplishment". And don't bother sending them congratulations on having a baby because that's just normal human behavior.
No one goes to a high school graduation because they think it's an accomplishment. They go to celebrate the end of one phase of life and the beginning of another. Someday, when your own children graduate you will understand.
