Yes and no. Ideally they should be, yea. But he said it felt extremely easy despite the faster pace - this could have two reasons:
1) He is extremely ST. This means he can run his easy days faster than the average runner, because he has plenty of muscle fibers to work at this pace.
2) And much more common: He is not hitting his workouts/races/tempos etc hard enough. Would he do solid workouts or races, he wouldn't feel good at a much faster pace than recommend for his performance level.
Why is this important? If he doesn't hit his workouts hard enough, so he is never really fatigued, slowing down his easy pace even further will not help, but even make him worse. If he is unable to run hard in workouts, I'd rather have him do all runs a bit faster, so he at least gets some stimulus. Is this the ideal way to train? No, but some people simply can't do proper workouts for their fitness level due to high stress, no sleep, or not able to suffer.
