I get even with tangents and curves it should be tighter, but it's still more than 13.1.

The course hasn't changed since they hosted the USATF Half Marathon championships. The USATF measured the course multiple times leading up to Cap City being awarded the USATF gig and they measured it twice during the week leading up to the championships.
So: no, the course was spot on.
I can see the course changing a little over time due to plate tectonics, but that discrepancy is unacceptable. You definitely need to alert the race director.
This is a normal difference for Map My Run (or other online mapping tools) compared to careful mapping using tangent lines. You'll probably see a lot of people coming in at 13.3-4 on Strava as well because people suck at running tangents. It really does add .2-.3 miles to their HM race and drops their times by a couple minutes, even for otherwise serious runners.
I freaked out too the first time I measured a course online and found a major discrepancy. I even ran over the course with my Garmin and the mile markers seemed off as well. Then I got serious about measuring the tangents using straight lines, and a lot more serious about running the tangents, and discovered that the USATF certified course was just as accurate as advertised. And I have collected a couple hundred dollars in prize money that by all rights should have gone to someone else because he chose to run an optional extra .3 miles, while I chose to end my race at 13.1 miles.
No, it should be 13.1 since it has been measured multiple times since its launch as a half marathon course. I've been required to get up earlier than god knows I want to be getting up multiple times to measure it and then also helped set up all timing equipment, trusses, banners, etc. It is 13.1.

not a problem, I enjoyed seeing every runner and got chills seeing the top 3 runners of the first wave, made me realize how crappy my form is as a hobby jogging university student. I was also equally pleased to see the last person of the last wave no walking it and pushing themselves. Cap City may not be an A+ tier half marathon, but the city of columbus really tries its best and I remember tagging the bibs (over 14,000 of them) the week before during final exams. It is just a heck of a time to have the event here and anyone from the runners to the homeless sleeping at the Grayhound were up and watching it cheering people on.

This isn't exactly right...
The USATF course starts out going towards Vine and Olentangy, run up Lane to High, cross the two bridges and an uphill finish to High Street.
Last year and this year the course goes to German Village, back on Neil to Campus, down Lane, back on Olentangy to Vine and finish.
Completely different courses, but I don't think it's off by more than a quarter mile....
