You are old for a freshman, I was more than a year younger with better PRs and the worst runner on my team, so I’d say no.

Need more information. The answer could be yes or it could be no. Do you run 10 miles a week or less? Do you run more than 30?

Locally, that's good for a freshman. Nationally, that's mediocre.
I'd say they are good times for a HS freshman girl in altitude. They are on the mediocre side for boys, but given on 3-4 months of training , it's probably normal. Run cross country and then next track see what you're at.
By April, it's normal for a freshman to be 15. That means he'll graduate at the age of 18.
For a freshman who just started running for track, his times are fine. Most freshman in distance races have been running since last summer. Give him a summer and an XC season to work on endurance, and he'll catch up.

Yes... they are good performances for a young beginner, and 16 weeks of training. I assume you are in the middle of your first track season, so keep training and racing, and avoid comparison with others (I know that's hard to do, but just stay focused on your own goals and performances).
Finish off this track season, do some research, and get yourself set up with a solid summer training program that will have you primed and ready for a solid XC season.
