I'd say you need to be able to break 16:00 for 4400m at least

That’s fair enough, but 15:40 is playing it safer. If you can only run 16:00 for 4400m, you’d better have 58” 400 speed to break 5. OTOH, if you can break 15:00 for 4400m, you can likely break 5 with just 61-62” speed. Does that help?

How old are you?
If you’re a 13-35 year old male, I would advocate you shoot for breaking 60 for 400m. It’s a nice big target that everyone with any aptitude for the mile can achieve. If you can do that while maintaining your endurance, you’ll run 2:14/4:58/9:45 right away.
i'll never understand and always be jealous of aerobic capacities like OPs. i can break 60 on pretty much zero training, but it would take me months to get to 10:00 3k shape.
