I was running the 1600m and I fell with 850 to go and I caught up to the kid and he cut me off so I sprinted full power ahead in lane 3 and he goes into lane 3 and I go into him and I get DQed??

I can't tell if you were unfairly disqualified without seeing a video of the incident.
In general, there are two principals when running on the track. One, if overtaking you must move around the slower runner. If he is in lane 1, I make a move to pass, then I have to move to lane 2. Second, you are not allowed to block (impede) a runner who is passing. If I am running in lane 1, I cannot move into lane 2 to block another runner from passing.
It sounds like the other runner tried to block you and you two collided. You could have tried to go in lane 4 and filed a protest at the end of the race to have him DQed. If you are almost even, you can defend your lane. This is usually done with a sharp elbow to the person trying to cut you off. It is not in the official rules but it is part of racing.
