D3 has a "self release policy" which allows permission to contact. All transfers now are done using the NCAA Transfer Portal. The student-athlete needs to find the athletic administrator at their school (D3 often doesn't have a stand alone compliance person,) and ask to be entered in the transfer portal. Within 48 hours they will appear so that every college coach in the country can see their name, sport, institution and email address. If they are good, schools will look them up on TFRRS and if they are good enough, they will email.
Daniel Pietsch transferred to Georgia Tech, I'm sure he's on scholarship. Dan Davis from WashU did it, one of the Bennett-Green brothers transferred to Penn State, Probably more examples, just the easiest ones I could come up with quickly.
It's been done, but to even be on partial scholarship, you almost definitely have to be A-A in D3.
