I have a few quick questions regarding transferring from D3 to D1.
What is permission to contact, and do I need to obtain it in order to fill out questionnaires and/or email coaches at division 1 schools?
If I ask for PtC, can I still be competing in season for the D3 school?
Will I be required to sit out at all at the D1 program?
Any other advice/intricacies would be appreciated.

That's the best advice he can get. Why leave D3 to go D1 and get crushed unless you found a cheaper school? I am unaware of any successful transferees. Guys usually go the other way after they realize how fast D1 is.
Would be looking for better training environment (facilities, trainers, teammates to do workout with), closer to home, opportunities. Would be in top 40 or 50 returners (Division 1) on TFRRS for next year.
Unless you are the number 1 returner in D3, the only events in which this is possible are the 60H, PV, WT, or HEP. If you could be top 40 in D1 next year, you should have started the transfer process in the fall during the signing period.
D3 has a "self release policy" which allows permission to contact. All transfers now are done using the NCAA Transfer Portal. The student-athlete needs to find the athletic administrator at their school (D3 often doesn't have a stand alone compliance person,) and ask to be entered in the transfer portal. Within 48 hours they will appear so that every college coach in the country can see their name, sport, institution and email address. If they are good, schools will look them up on TFRRS and if they are good enough, they will email.

Daniel Pietsch transferred to Georgia Tech, I'm sure he's on scholarship. Dan Davis from WashU did it, one of the Bennett-Green brothers transferred to Penn State, Probably more examples, just the easiest ones I could come up with quickly.
It's been done, but to even be on partial scholarship, you almost definitely have to be A-A in D3.
Pietsch was national champ in D3 but only 124th in D1 this year. He did place 6th in his conference. The rule of thumb is .1 for every point which would put him at 30%.
