By that time i will be training of the Berlin Marathon. Here in Portugal i usually run only on shorts because of the temperature, and there's no problem with that.
In Washington and surroundings, is there any law that prohibits that ?

Yes, it is okay to run in just shorts.
At that time of year, particularly in August, the humidity can be horrible. In DC. Much more humid than you would have experienced in Portugal, although possibly not quite as hot (I have spent a bit of time in Loule). When the humidity is so high it is acually unpleasant to wear a shirt as it gets totally saturated in sweat.
Having said that, DC is a great place to run with excellent trails, and clubs and training groups to suit most level of runner.
