Obviously there must be some rule that you can't be shirtless. It would seem that at the speed Rupp is running, a shirt with holes all over wouldn't be the most aerodynamic way to go.

he also probably has an agreement with nike/NOP that he has to wear that branded singlet during the race
You have to wear your bib above your waste. I am not secure enough in my masculinity to do it, but any guy could wear a sports bra and meet the rules.

Any potential benefit from such shenanigans are probably so minute they can't be reliably measured, i.e., doesn't really matter anyway. So, then the question becomes, how big of a douche do I want people to think I am? If the answer is "a really big douche" then proceed to cut a bunch of holes into your shirt.
