Do you just send them your race result through their "Send Competition Result" Link ?
https://www.iaaf.org/records/send-competition-results
You can see the cut off time for every event on the side whenever you view events result and records. For the 10k road it is 31 minutes .
Guys How do you get an IAAF Athlete profile?

Not totally clear on that. A few months after running a PR in the marathon (2017), I went to look at the race results again. One of the results on page 1 from my google search was a link to my IAAF profile, with that sole marathon entry. I didn't initiate anything, so I imagine they troll over results from larger races/meets and then automatically create entries with any results that meet their cutoff. ¯\_(ツ)_/¯

This one is a possibility, and may inform on how IAAF decision making has been made as of late

It's quite simple really.
#1 be over age 16
#2 register with your NGB
your results automatically get uploaded and updated.
that's all folks. -
I never did anything and all of my PRs are accurate on there. Not a clue how it works.

This is probably something I should know, but what does "NGB" stand for? -
National Governing Body I presume. USATF if you're in the United States.

You forgot to include the details below of what we need to include. Who do we send these results to? -
I think thats how it works . Taking part in an IAAF certified road race and if you make the cut off times it appears by itself as they have all your data while you sign up for these big races .

It has to do with meeting a time cutoff I have an IAAF profile and it is time specific. I met the standard in the Indoor in the 500m; 800m; 1000m; Mile; 3000m; and 5000m; and Outdoor the 400m; 800m; 1500m; Mile; 5000m; 10,000m; 15k road; and Marathon road.
The standard is not like go break 34 in the 10k it is around 30 or 31. If you were nuts like I was in my racing days it meant you could run a 400m in 47.9 and a 10,000m in 29:05 -
I seem to have two pages. One for my track races and one for my marathoning.

Run fast in races that submit results to IAAF (just about every single competitive race submits them) and you'll have a profile. High school meets don't typically submit them, and other low level races don't typically submit them.
