What's stopping you from running with anybody?
Not sure about you, but in my town, we have some young alumni out of college that come back, and some college kids that come back on breaks. If you can become friendly enough with some of them you could probably run with them a bit. I've had it a bit easier because one of my friend's brothers was a captain 6 years ago and I've met some of the older good guys through him.

In the off season, shouldn't be a problem.
I did that in HS a little. Don't be a d-bag and don't race them and you'll be fine.
No you cannot train with them. You need to be on the official roster that was approved by compliance and administration at the beginning of the season. There are a bunch of NCAA rules the coach is suppose to follow, especially dealing with high school runners and contact/communication with them.
There is another rule that says alumni can periodically train with the team.
If its not during the season, then you can run with anyone as much as you want.
